It makes sense when you think about it. A monster's essence is carried in their remains, their dust, and can come back to life if exposed to sufficient amounts of Determination. Prime example: Flowey. Asriel's dust was scattered on the flower, the flower was imbued with Determination...bam, Asriel's revived as a flower with all his memories.
In this case, Chara's coated in the dust of all the monster's he's killed, and by game's end he is Determination Incarnate. So naturally, that dust would start to come back to life, with all their memories...and what stronger memory could they have then the moment they were killed?
That, I think is why you get the Karmic Retribution effect during the fight with Sans: you may feel your sins crawling up your back, but they're really all over you, and they're getting their revenge.
